Gas optimization using smart contracts will not significantly increase the TPS. EIP 1559 will reduce the miner reward, but not increase the TPS.
The only way to increase TPS now is to increase the gas limit in the block.

Есть биржа вне рф, она является юридическим лицом, где-то зарегистрирована, имеет легальный статус и выполняет функции биржи, а значит в теории может подтвердить факт покупки/продажи.
Если такое подтверждение будет официальным (не неподписанный скрин из истории операций), то оно и показывает в результате чего образовались деньги, которые потом были переведены на счет.
я вижу, что это то немногое, что можно показать, чтобы ответить на вопрос "откуда деньги".
