The laws and regulation can be written at any time and so it is not the big fuss here regarding bitcoin but the real scare for the banks is that it might create an alternative sort of investment and banks will be kept dry and without funds banks will close and that is the biggest fear and so it might be the reason you see many non friendly bitcoin countries around the world. Yes I agree with you, it's not such a big deal for the governments to write and establish regulations on bitcoin but the thing is that if bitcoin is legalised in their countries, the fear that bitcoin will rise to the challenge and quickly become popular and dominate the economic systems will appear and banks will somehow become less useful and to some points, banks will have to leave the place for bitcoin. And banks have been existing for decades now, their existence can be seen as one of the first sign of world's economy growth and we still can't deny the benefits of banks in some particular cases, so banks won't let bitcoin take over that easy.

The confirmation time depend on a lot of factor like how buys is the network, the miners, the fee you send in your transaction and the use you want to give to bitcoin, if you only want to move money from one country to another then bitcoin is very fast but if you want to buy something and need a confirmation in seconds then bitcoin is slow.
