Yes, you are right their, risks taker take more risks when people panic like this and take the opportunity to build and earn some BTC, like a thief finding its way to grab things while everyone is running to a safe place during an unwanted incident.

One factor is people joined to the community that has more member on it right, the same like with the coins if many support this coin then another was attracted to it that's why some coins are still unknown to many because of only a few are advertising it.

Each ICO has there on telegram group for every joiner who want to join them, they are in bounty and announcement page, you can read some thread there and their telegram link is included their, try to open it using your phone not PC and sign in with your telegram account to join easily.

Don't expect too much, history never repeats itself like what happen to BTC way back then, but if you find such opportunity in between this coming years then you should release some of your coins to gain x1000.
