NEM Catapult has just been released and is currently being tested by the New Capital dev team.
There's no exact date as to when the DEX will be available but a reasonable estimated date would be End of 2020.

Note: The ultimate goal of New Capital is to build a true DEX based on NEM catapult.

The trading platform that you see right now is temporary. It's a temp and common centralized exchange.
The CEX has been created by the team as an answer to an exit scam of the exchange where the base coin TWINS was listed, called Bitsane.
It worked pretty well for about 6 months before Bitsane's dev suddenly quit.
The CEX is in place so that members (everyone is welcome) can trade in a safe manner, without bots harassment.
