The Russian Ministry of Labor’s updated income, expenses and property declaration guidelines for government employees for reporting on 2017 includes a point about cryptocurrency, local media outlet Izvestia reports. The updated regulations state that government employees do not have to declare “virtual currencies” they obtained.

The note about cryptocurrency was added to an already existing point that stated government employees were not required to declare “goods and services in their natural forms,” adding laconically “as well as virtual currencies.”

Representatives from the Ministry of Labor told local news outlet RBC that they do not currently require cryptocurrency to be declared because of Russia’s general lack of legislation in the space, stating:

    "At present, approaches to the definition and regulation of cryptocurrencies in the Russian Federation at the legislative level are not defined.”

Risk for corruption


Russian officials have been required to make public declarations about their income since 2009. ‘Experts’ pointed out to Izvestia that the ruling increased the risk of receiving bribes in cryptocurrency that would go undisclosed, according to the guidelines.

However, Vladislav Tsepkov of the “Business Against Corruption” Center, an organization created by the Russian government in 2011 to protect entrepreneurs’ rights, told Izvestia that they saw the risk of government workers taking bribes in crypto as “minimal,” noting:

    “But cryptocurrency is not a means of payment, it cannot be spent. If they [government workers] sell it and get real income, then it will need to be declared, so the risks are minimal.”

Izvestia noted that according to the same regulations, it is required that government workers declare gifts of “real,” or fiat, money from friends or family.

These changes come at a time when Russian corruption is at an all time high. According to the statistics on the matter, corruption has increased more than thirty percent in Russia since 2008.

The Russian government has yet to create legislation that explicitly covers digital currencies. The country’s government and central bank generally have a negative stance on the subject, calling cryptocurrencies “high risk,” especially for mainstream investors.

Personally, I sold. Couldn't pass up an easy grand worth of BTC. I think I RC from back in the Cryptopia mining days. Gonna keep an eye out for a pull back to see if I want to get back in.

Sorry, RussiaCoin is 100% PoS coin - all of the coins that can be mined have now been mined.  The only way you can acquire RC is to either buy them or stake your holdings to allow the staking to kick in.

Of the 42 coin wallets offline:
6 are delisting
15 have no network connections
9 are showing a connection but have unstable network connections where if you click on the info there are no active nodes.
Only 14 of the coins hav a 2 star rating or more and only 2 of the coins have a four star rating. Most of the coins I have never heard of.
Some of the coins are in maintenance because the exchange is conducting a coinswap.
There are probably only about three wallets where they are offline because of issues under Cryptopia control.

RussiaCoin has active nodes, it's just that for what ever reason Cryptopia has stopped connecting to them.

How can i backup&restore my wallet?

I use Rabbitcoin Qt WIN wallet, i use the option backup and it generate a .dat file.

How can i restore this wallet in a different pc? using the .dat file? Any command or option to restore?

If your dat file is not called wallet.dat, (eg myrabbitcoins.dat) then you can rename this file to wallet.dat and then you can:

You can copy/move that wallet.dat file to the new windows pc and place it in the data directory (C:\Users\USERNAME\AppData\Roaming\rabbitcoin)

You may want to backup any wallet.dat your replacing, If it contains any funds. 

Then start rabbitcoin-qt.

@Ricca69 many thanks for your ongoing patients.  I've heard the High Sierras are giving people altitude sickness - While we would also like to rush through the release of the updated #RussiaCoin wallet, we would like to ensure that we get things right and be able to build on the success that's been earned so far.

To that end some of the front of house items have been put on the back burner and instead we have been focusing on less obvious things such as ensuring there are ample nodes, exchanges, even posting regularly on social media and here.  Even ensuring such things as bootstraps are in place as well.

Our first bounty for 2018 is to work out exactly which exchanges either list RC or have them on their voting roster?

100 RC will be given to any person posting here on BCT a link to an exchange that we don't already know about that is listing RussiaCoin.  An additional 50 RC for each additional altcoin / fiat on the same exchange eg


Today RussiaCoin is trading at BTC 0.00001329 which would yield 0.001329 for one link, BTC 0.0019935 for two and BTC 0.002658 for three URL's etc from the one exchange. (these BitCoin prices are only a guide, you will be paid in RussiaCoin only - no exceptions).

Stipulations:  The exchange cannot be one already identified, and, must be actively trading already.  IE Cryptopia and Crypto DAO will not earn a bounty.  We are led to believe that RussiaCoin will be listed at AltCoin.IO, but will have to wait like everyone else, so it also does not earn a bounty.

If an exchange does not trade RC for any other crypto or Fiat Currency, but is listed in a "Vote for this coin" style method, we will pay 50 RC once only per exchange.

Cryptopia have been having an issue with their RussiaCoin wallet connecting to the network.

They are aware of the issue, but gave no time frame for when the issue will be fixed.

It means that withdrawls can't occur until such time as Cryptopia can fix their connection to the RC network.  There are working nodes that they should be able to connect to.

This is out of out hands, but we will advise any progress they are able to make as soon as we are advised.

How far did you get and what issues are you experiencing?

Is there a bootstrap?  If not, I can organise one - it'd be about 2.8 Gig in size unzipped...
