Everyone who follows the instructions is eligible. If you have less than 50 posts made with the signature by Nov. 17 you will not be able to collect payment until December 17th assuming you've accumulated enough posts by then. Keep in mind rates are subject to adjustment on a month to month basis, so ideally you'd want to make it by the 17th.

Any ideas what the new pricing may be?

Please be aware of this:

After this month (November) Rates will be dropping moderately as bitcoins have tripled in value. Will probably end up being 0.7-0.8 for 2000+ posts all other rates will be adjusted accordingly

This is still the highest paying signature this forum offers as far as I've seen.

Nah.  Try to not mine for gold until your resource buildings are level 4 or over.
This way, you will be a whole lot more financially stable.

You can start to build your goldmine at level 3, but i personally suggest to get first your production building upgraded to max, so your city will grow.  When grow is enough, start mine gold Smiley
So at what level do you recommend to start gold mining?

It's not about they levels.  I suggest having this before mining 0.1 + Gold a day:

Level 4+ of each production building
Happiness 30% +
No attacks on your city


Also, be sure to place your gold mine in a remote area.  I made the mistake of placing it near my town hall, where my police station should have been

Also, NEVER, EVER let your buildings go to 100% degradation, they turn to vegetation.  3 of my buildings are now vegetation, which would cost me a total of 600 resources to remove..

They were always like that.
There was even a time I remember where the only thing you had to do to request a loan was verify your email.
BTCjam offers the net-arb service (they don't pay for shit) and from what I've heard, it costs hundreds of dollars and they don't release any info, such as the IDs of scammer.
