Cars don't just accidentally explode. It is not like in the movies. Even if you wrap it around a tree it just burns. In some RARE circumstances the fuel tank heats up and boils until the vapors cause an explosion, but it is not high enough velocity to harm anyone unless they are very close. Also I believe newer vehicles have special release valves on the fuel tank to prevent exactly this.

There is no "investigation" as you describe it. The person is evaluated by a psychiatrist. That is the only double checking happening.
