ArcBlock (ABT) currently trading for $1.10 which is 2x ICO price (ATH was slightly above $1.71). It's listed on Huobi, Gate.io, Idex, and Cobinhood.

Both projects are great. A big part of my portfolio is Zilliqa and Cardano. I would suggest in investing in both of them, they are both long-term projects. You can for sure expect higher returns from Zilliqa.

It's true tho that over 90% of the ICOs are complete bullshit and there's a lot of scams as well.

Vitalik recently suggested a new concept of ICO (called ICO 2.0) which would release funds in intervals and give investors options to vote either the funds should be released or not, I think that would solve a lot of current issues with scammy projects:

I'm holding both. Waves will probably have a higher return this year but Ethereum is more secure and stable.

I think Zilliqa has a lot of potential this year. I believe it will have a similar rise as Cardano did. Currently, it's 500% above ICO price while Cardano had the max at 50,000%.

I think ADA has a lot of potential, would expect it to reach $4-5 this year. $10 is possible within 2 years IMO. $1000? never, to high supply

NEO is getting more and more traction and ICO launching on its platform.

But it's not a real competitor to Ethereum. Vitalik recently suggested a new improved model of ICO 2.0 which would allow investors to release funds raised in steps on a monthly bases and vote if the funds should be released or not. I think this can greatly improve the ICO ecosystem and prevent scams.

The voting system and releasing funds step by step is a great idea. No project need all the money in the beginning. And they define the amounts and time, so it's completely doable and way more secure for the investors.

ICO funds will be frozen and released at intervals, the users will vote if the funds should be released based on performance.

The first ICO to implement this will be The Abyss.
