I don't follow the french league 1 that closely but i am pretty sure that PSG was not always the best team in France. I remember quite well in the early 2000's that Olympique Lyon was the strongest team in France and they even managed to reach the quarterfinals and i think even once the semi-finals of the champions league. That were the times where they still had Juninho in their squad.
And I remember in the 2010s Monaco had excellent results, in France and in Europe. Now, if they say that PSG has always been the richest club in France, there is no doubt about that.
