Can dividend also be counted as utility?
The direct answer will be a NO! Getting a dividend probably mean you'r classified as a shareholder, which is why you get a share of the project's profit as dividend. In which case that will be classified as a Security Token (regulated or unregulated). Like @EvaGC already correctly explained; Utility Token only has to do with "access" or "right" to use a service/product and commonly with some benefits like lower/zero fees. Personally, I believe it will not matter even if a token looks like a utility, now that the SEC is involved, once it has an element of a security, it will be classified as either a regulated or an unregulated security.

Just a word of advice.
Do not trust anyone on this forum. Users are selling their accounts, and scammers are easily jumping from account to account.
Do not buy any "hero, legandary" etc accounts, do not buy merit, any other accounts, if only supported way of payment is eth/btc etc. You will be scammed, and scammer will simply jump to different forum account. If paypal avail, or their own site, then yes, you can try buying.
If you see person seling any accounts here, CHECK THEIR TRUST (click on link!!!). If you see any recent positive trust - check trust of other guys who gave positive trust to person from who you want to buy something. Why? Because if scammer will have few accounts, he usually work in closed loop, giving positive trust to his own accounts. Also normally, such accounts will have NEGATIVE feedback previously.
After a "MERIT" program was introduced, many "newbies" are quite pissed off that they cannot even set their own avatar due to... lack of merit. Like me. In most cases, they will be scammer victims.
If youre newbie here - do not risk your money to buy account or anything here, as there are plenty od scammers here.
Do not be naive, do not trust anyone!!
Nice advice, I'll like to add; There's no FREE meal anywhere in the world, everything in life always will cost you something, trying to avoid paying the cost is what usually get many people in trouble. Learn to control your greed, most people that let their greed get over them almost always get scammed.

I have majorly been a Poloniex user, tried Binnace but don't like the limit there, it prevents you from trading micro amount of coins and leaves you with a whole lot small pieces of coins you might not want to hodl for a longterm.
I have recently been considering COBINHOOD, which claimed to be a no fees exchange, so please what is your experience with COBINHOOD?

Why wouldn't every ICO want a decentralized platform since it seems to be the safest and automated?
You are correct decentralized platform seems to be the safest, but Like @jseverson commented, it's not a one size fit all situation, each project has a target and tries to do what they believe is best for success their project and their community. Some project might consider having more control is beneficial to their target so they choose centralized, while others could prefer to let their community have the higher control so opt for decentralized. Everything online seems very confusing indeed, LOL! But, usually it becomes clearer when read and understand the basics and background behind it all.

do you agree that the growing number of altcoins will eventually make bitcoin price go down since even small amounts of users money go to them?
No, Bitcoins currently has the largest percentage of the total crypto market cap, and as long as the total market cap increases I believe bitcoin value too will keep increasing. Also, bitcoin still remain the entry point for so many newbie crypto investors. I also agree that an innovative altcoin could take Bitcoin down one day, but it doesn't look like that's gonna happen anytime soon, so I believe bitcoin will be here and still be bitcoin for a long time.

My frustration is to buy BTC at a high price.
Now I can only wait for BTC to rise to the price I bought, and sell!
Can really be frustrating indeed, but while waiting for the BTC to MOON, I'll advise you read up on crypto market psychologies and learn how to master them. For instance, FOMO (Fear Of Missing Out), in this case.

Most of all I am upset by the growing number of both, individual scammers and scam projects, that try to cash in on all kinds of investors. That's the worst frustration as the great technologies are used more for malicious purposes rather than for making our life better.
Exactly! I woke up today to the news that a company in my country just ran away with millions of funds belonging to many people. This company, I just learnt was promising an outrageous 30% per week return on crypto investment. This is coming barely few weeks after the crash of MMM which was also partly dealing with bitcoins. They are just taking advantage that a whole lot of people are still highly ignorant about how crypto really work! And activities of the hackers in the crypto space, look at the news today that Ian Balina was hacked and coins worth a lot of millions $$$ was stolen from his wallet (true or not). It is just so frustrating, even for experienced crypto investors to safely navigate this space in between the scams/scammers and the hackers/phishing.
