If I answer you on your short question then I would say no I mean never been late. But after seeing your long question. Today I will advise you not to buy cause it will go down for some time. Then you can buy it.

Guess it will hit almost 6K soon before dropping to somewhere around 4K.

And I remember a few weeks back people complained when the price dropped to 3K because they bought at 4K  

This is not the same as 2013. Bitcoin price has been stable since August and only going up which is different from 2013 when the price spiked directly at that November if I remember correctly from 10 to 1100 dollars. Anyway I think that the price may fall down and have a correction but we are all expecting it to go higher into end of 2017 and even more into the 2018 territory. Maybe it is even Amazon who may accept bitcoin this month which is giving a boost to the price but even without it we are going to have increase in price.

Do not panic mate , I had this problem before and shouldn't be hard to fix it .
Simply go to %Appdata%/Electrum , for me it's C:\Users\Imad\AppData\Roaming\Electrum (replace Imad by your PC username)
Once you did that , you will see a file named "config" . Just delete it and try to run Electrum and all should be fine
