What I can suggest is get verified on www.exmo.com and fund your exchange account directly via Neteller as they accept Neteller payments at fee of 5.9% + $0.29 : https://exmo.com/en/docs/fees and buy as much BTC as you want from them for your Neteller funds  |

This is my story, I purchase 3 Bitcoins at Coinbase a few days ago.
Coinbase deducted the amount of money from my bank and never send me the bitcoins and now their support is not helping me by giving me a good solution. they never send me the refund back to my bank too and now I have no money for my rent and food. I am at terrible shape now
