It's possible but this is just a strategy. Just because you want to use a blockchain doesn't mean you can't get your users data, especially if you use private blockchain.

This is bad news for ICO projects like Republia, MPG, and etc. Seems like the real estate/property will face a tough challenge from major players. It's nearly impossible to be controlled imo. There is no way we can stop people from creating a Bitcoin address or doing P2P transaction.
