Ok, so I finally understand it but it really isn't a loop hole. The seller can see that it is not his Bitcoin release address on the transaction page so he won't send the product at all. So you would end up paying 1% to get your money back.

So if I put MY wallet in the second cell, and the receiver's wallet in the third cell, I can actually send money with a 30 days delay, or cancel any time by paying a 1% fee.

First of all you don't put any wallets anywhere, you just enter addresses. Second of all when you pay the 1% fee the money is released to the receiver.
I noticed that I have connection issues as well but depending on where I connect to the internet from. Try connecting to a friend's WiFi and see if it works like that?
