I'm the same, a U.S. user. There is no way to get fiat money out, currently, if you are in the U.S. I'm also waiting on a response. I transferred $25 and don't get the withdrawal button. Its kind of clear when you go to the withdrawal and look at the restrictions. And that line about getting verified if you're a U.S. user -- seems to mean that IF they allowed U.S. withdrawal you would need to go through verification - but they don't allow U.S. withdrawal at this time.
It would be nice if CEX.IO would just respond to this situation. The U.S. is a big place they should just make it clear. Don't use us for now. Maybe you can get a refund of the money you transferred. Otherwise you can trade and move money out via a crypto currency to another exchange.
I'm just puzzled why they can't work with the U.S but Bitstamp can? I'm puzzled why so much country restrictions with CEX.IO?

By any chance is this a withdrawal to a U.S. based Mastercard? Trying to find out about the functionality of withdrawals from CEX.IO for users in the United States. -- Thanks

Does anyone know if CEX.IO actually supports users in the United States for withdrawals to Visa or Mastercard or international bank wire?
They seemed to easily validate me and my VISA card and take $20 from my VISA card but the withdrawal button does not appear. They list United States as restricted for payments but not withdrawals (The United States is listed as restricted for payments for all categories -- cards and international bank transfers.)
BUT they do say that users in the United States need to go through verification which implies they will support United States users. So if I am verified what is the problem? Its been about 5 days so far.
I can't get a straight answer out of them just a relatively canned response -- took only about 1 day-- saying to look at things which I've looked at extensively and just summarized here.
I think people to the United States have gotten withdrawals from them -- maybe taking many days via international bank transfer -- which would means that the United States is supported but I really can't be sure. Has anyone gotten withdrawals to work, from CEX.IO, to the United States for cards or for bank transfers?
