Yesterday, Chinese Gov't ban financial institutions to make bitcoin transaction, but allows public to do transaction and take their own risks.
It is not really a bad news IMHO, and your suggestion would give you some cheap coins.
But, if the government decide to ban all bitcoin transactions in China, then you may regret about your buy order
