Can you please provide any examples of this happening in the past? I am curious about this, because if this is the case then it would seem to a hazard to use public/shared VPN(s), TOR nodes or anything like that. I don't believe that they simply would ban an account because it shares an IP with an offender. Otherwise, paying a fee for an "evil" IP would probably not be implemented, either.

I want to read up on some more official statements surrounding this issue.

You won't be automatically banned if someone on the same IP is banned. IP addresses are pretty poor identifiers. In certain countries it is very common for different people in the same general region to share IPs a lot, and even two veteran forum users in the same US state are quite likely to share an IP address somewhere in their IP history.

But if you evade a ban, your alts will eventually be found through manual investigation.

Well sir, can you check my account? what is the cause of the ban of my account? I remembered using VPN just once, then my account was banned the other day. I doubt it. Bitcoin will not die sooner or later.. Yes it will fall but it will always recover and reaches ne heights. Those who doesn't know the things behind  bitcoin will never know about it.

The thing is, the corrupt government officials are very smart, they can even hide all their assets from any banks by making secret bank accounts, those accounts may named to different people, or whatever, but if it is really true that the money will be discovered ising banks, then there is no corrupt officials right now. But they always make a way in order not to be discovered. And it is easy for them to invest their assets in bitcoin because they are already safe through banks. And one thing, the Government didn't know that the money invested in bitcoin was from corruption. Because if it passed through banks that means it is clear and no problems at all.

I think they can use blockchains and cryptos for their corruptions, because they can put the money on the wallets without anyone knowing that they are them. They can always use anonymous emails and different persons as for their identification. And they will have the very reason that they earn all that money through investing in cryptos as cryptos can give you a huge amount of earnings depending on your investments. Let's just hope that they will not do it for their evil doings.
