The thread you supposed is outdated, that has not yet updated with new requirement for Junior Member rank. Since , with demotion on old generation of Junior members, whom did not get at least one merit, users whom start from Brandnew have to earn at least one merit plus minimum activity point will be qualified to rank up to Junior Member.https://bitcointalk.org/index.php?topic=3023545.0
Due to excessive garbage-posting, you now need 1 merit to be a Jr Member. All existing Jr Members who didn't meet the requirement were demoted. Also, newbies can no longer set any signature or personal text.
