Theres also a paxful user called RoooooR which is selling bitcoin for gift cards.
Its likely the same user as bitcointalk one. But is active all day.
 I tried contacting him but it seems to be running a bot.

And submit your offer, it will find its way to a different email that the owner of this domain checks.
I checked publicly available information, this domain has been registered long time ago and likely the owner will never check that email again. Person saying it doesn't have any social media sites. There is one twitter account from Venezuela which is also inactive.
But it looks like the owner is a domain flipper so he for sure checks his email registered with namecheap.

I don't think you have any legal ground or even any ground to complain.
It's their rules and TOS what they allow on the platform and what they don't allow. They can change it at any time.

Almost everyone in the world runs google chrome, or uses google. Their response is super fast as well.
Abuse report emails take too long to respond, or often go straight into trash.

I can't seem to find development bounties in bounty threads.

Is it a prototype of software? Just design?

There isn't really anything you can do.
Like @jackg said your only option is talking to LE. But they can't do much either.
Once Bitcoins are sent out they are not recoverable. Your only shot is working with LE, and hoping the thief puts them on a cooperating exchange which will seize them.

I'm looking to join a project, but I want a stable income and there isn't much projects that can guarantee that. This also applies to starting my own crypto project.

I don't think JavaScript is a particularly a good choice for a blockchain
I would personally discount it for a lack of real type safety and plenty of weird behavior. But Lisk is written in javascript and AFAIK didn't catastrophically burn down

Easiest way to implement such a exchange is to use Binance ( or similar ) API to generate deposit address, switch the coins, and withdraw.
And the easiest way to implement something is most likely how they run.
