Why are they not playing lotto?

but personally, dice is the most common bitcoin game and rpsls is the most exciting

To make a new gambling site, you need to have either the ability to write the codes yourself or have the money to pay for it (and you still need to check the codes for backdoors and bugs).
Plus, you need to have bitcoin for the bankroll and advertisements.

Is there anyone here who can make that kind of codes?

Exactly. If you were to "invest" in bitcoin then you would be doing nothing more then speculating, which is exposing yourself to significant risk
