Yes, it should be safe. For the sake of paranoia you can run it on a computer that has never been connected to the Internet, or will never be.

Check out brainwallet.org. But AFAIK, you can't make brainwallet.org work smoothly offline (it's not an all-in-one file).
btw why does it take so long for BPA38 to load Encrypted paper wallets? is that normal?
That's because scrypt algorithm is very resource consuming, which makes it impracticable to brute-force.
And for both litecoin and bitcoin paperwallets is it always safe/better to use BPA38 encryption on them? or do you think it could be a disaster waiting to happen for it to glitch in the system and make them unrecoverable?

I personally am planning to use them, but haven't yet. AFAIK, blockchain.info wallet supports BIP38 encrypted private keys already (it prompts you for password when you type it in or scan a QR code). This BIP (bitcoin improvement proposal) has not passed the standard BIP route though. But it seems to me it's not a bad idea and will eventually go mainstream.
