No. That is most definitely not fraud.

So what prevents someone from doing something bad, making up a story about them getting hacked and asking for a unban? Pretty much nothing (IP logs are inconclusive proof). I have no idea how you expect anyone to help you, when we don't even know what account you're talking about. One more time:

Have you maybe considered that this 'horrible service' does not want to unban you? Just because there is an address for appeals that does not mean that you will get unbanned. Keep in mind that lost accounts are 'very low' priority for the forum as they are usually the users fault, and there are much more important things to be handled.

How about posting the link to the account so that we can see what actually happened here?
