We contacted Yobit many times but they don't respond. They have market open but their wallet is under maintenance.

We wanted to a while back.
But the original 'dev' and the stacking up of coins by one entity (no matter how 'nice' they are) means that unless there was a full redesign, there would be no sense in further development on the existing chain and systems.
So we backed off a long time ago. So IF (and that is a BIG IF) there is a decent plan behind this coin, we will look at it again. Till then, there is no chance and 'decent' developer in his/her right mind would look at this coin and it's lop sided distribution, especially when the takeover would only mean 'working for nothing' and no chance of ever redeeming your work for coins.
Just remember that the original scumbag that called himself a dev, took off with 73BTC with this coin. This means that control is in the hands of VERY few, if not just one. Not a good way to have anything decent done with this coin.

The ICO and mining of Cypher was a success with hundreds participants. Plus, it have been heavily traded on Bittrex and others exchanges since the start. We don't see any evidence that the coin is in the hands of very few. The original dev gone since a long time. He rather don't hold a single coin.
Our thought was to start a new release of this coin 50% POS/POW to allow new adopters to mine it again and hold it. I read your other posts on Bitcointalk. You and your team should be the right persons to revive Cypher.
