ETC has 3M+ blocks, but BEC token mining started just recently. About 1M of total 21M are already mined (we're in initial era, when first 50% of tokens going to be distributed)
BitEther is independent token on Ethereum Classic blockchain, so it has different timeframe and supply. Just cross-mined with same blocks
BitEther is a token built on top of existing smart contract technology of Ethereum Classic. It rewards ETC miner with an additional token (BEC) - miner receives two rewards, by doing same amount of job. Ethereum Classic is a PoW chain, original chain left after Ethereum Foundation made their fork.
BitEther follows Bitcoin monetary supply, with 21M coins total, halving each 3 years and 50% distribution by year 2019. 99% will be distributed by year 2034, as about same time as for Bitcoin. Reward is 2 BEC coins per ETC block, which is comparable to 50 BTC per 10 minutes.

BEC follows ERC20 specification for custom tokens on Ethereum Classic, which makes it compatible with most of existing wallets and software on Ethereum Classic blockchain. Also a standard token for Ethereum Classic wallet.
