Many have been scam with ICO. I dont think ICO are still Legit. That's my opinion. These days, projects prefer ICO to IEO of they know they are not Legit enough to do IEO Previously, ICO was replaced with IEO, for the safety of user funds. But after the DeFi hype was huge, now even ICOs have started growing again and some projects are scam. There are also projects still using the ICO system using platforms such as the Bounce Platform or Zoom Protocol. I did that, because I saw this project as good. The simple rule is "buy at the bottom and sell at the top". But i don't think this applies to all coins, it only applies to solid coins like bitcoin, ethereum and the likes, because they have stood the test of time and would surely find their way back up.
