Yes you can. just enter public address in an online explorer to see balance.

I had bad experience with jaxx too. use electrum instead.

you should setup a bitcoin node and use it for this case. it is possible to use electrum for recent payment check using `getaddressbalance` command too.

from where you bought your Ledger? maybe it is fake, or you upgraded firmware with a fake one that do dirty thing just once (just a suggestion)
