Even though the rumor about Dogecoin will be listing at Binance, it will not guarantee the price of Dogecoin will skyrocket.

I'm looking into masternodes coins and some exchange coin because there has been lots of those coins that is doing good, in as much as its not a scam exchange or masternodes coins, you can consider buying privacy coin also Yep, so far I've noticed, MasterNodes coins are doing good as you said. And I'm quite interested in seeing MasterNodes coins. But, I doubt about the MasterNodes coins that can provide maximum profit and ROI. IMO, IEO isn't bad. IEO makes the related exchange as escrow, which guarantees all investor money.
However, the IEO will have an adverse effect if misused, which will be detrimental to the investor and the exchange that provides the IEO feature (this causes a decrease in the exchange's electability).

so far, I still stick to my principle, that the best altcoins for now are ETH, XRP, BCH, and maybe BNB. well, the development of the coin is unexpectedly related to the recovering of the price of bitcoin.

My favorite small exchange (CEX / DEX) are Stex, Mercatox, DDEX, and ForkDelta. I often to use these exchanges just to look for a little bit of profit. I don't care even these exchange too many lists the shitokens and low daily trading volume, which is below the average.
