The government authority takes the ownership of legalizing bitcoin or any other crypto currency in their respected countries. Again this seems to be a repeated question quoted multiple times and the answers are known. The countries who do think to accept crypto, feel that if crypto is accepted, their local fiat's value would fall down. This the main reason to think on legalizing bitcoin.

I consider your point to be correct. There is much to lose if you would be holding coins. There is uncertainty always and you can perhaps lose a lot if you are not so actively monitoring the values.
