Something isn't right.

I also had a coupon and I tried to buy an A3 with the coupon. But Bitmain does not allow using the coupon. Only valid for S9 and L3.

Why don't you follow the guide?
Remove the vars before to compile the wallet - OPENSSL_LIB_PATH and OPENSSL_INCLUDE_PATH. Restart your system or restart your terminal.
Just update your system and check the OpenSSL as:

It should show 1.0.2g.
The default folder is /usr/include/openssl/

I can’t follow the guide, because I have Arch Linux box and the guide is for Ubuntu.

I think that the problem is for Libboost. In Arch Linux the version is 1.66 and perhaps there are problems with this lib.

If you install correctly the lib "libminiupnpc-dev", you don't need compiling it as "USE_UPNP=" - this value parameter is invalid

Just update your system:

What difficulty do you have set in the password field for a D3?. Granatgas recommends d=64, but I do not know if for a D3 of 19.3 GH/s it would be better to have d=96 or d=128. What is your opinion?.

Please read on first page https://granatgas-pool.info. It already stated support payment only in bitcoin or litecoin. It stated clearly if you on wrong coin and not listed on Support Payments, your account will be deleted and no compensation on it. So i think the owner is not at fault, please read before mine. The transaction you are trying to build is probably made up of many small transactions, making the transaction too large in size, not the amount you are trying to send but rather the shear amount of transaction inputs.

Try sending a smaller amount or you will have to send a few transactions to yourself to create a larger sum thus reducing the amount of transaction inputs.
Its much easier to do this with the MUEcore wallet with coin control in the sending tab, but try with smaller transactions to see if that works from the cli.

Yes, the MUEcore QT-wallet. But if you are more comfortable working in the command line then trey sending smaller amounts, eg using fewer transaction inputs to either group your balances together or simply send multiple smaller amounts to wherever you intended to send the coins.

I have also tried with MUEcore QT-wallet, with the same amount of 200 MUE, and I get the same error.

I will try with smaller amounts.
