There are so many sites in where you can learn about ico's, but i found most of them in this forum on the altcoin announcement section, if so many people are talking about that ico, then it means that it will probably be a good one. But there are so many sites, you can find the ICO section on reddit, or just follow all of them in their twitter accounts, or in icotrackr website too.

I don't think so. There are some failed project and have zero value and at the same time there are so many other projects with good prospects and they pays good. It depends on the project, the team and their whitepaper . You should do a good research on the projects you want to promote.

I would say I do, but not totally. I say that because whenever I choose projects or ICOs to enroll in for campaigns, I check some sites in order to check how the community views and rates the project. It shows me at least how many seasoned users, which can be a reliable pieces of information to guide with the projects I join. I value the experience of the people there, but I don't totally and immediately believe it. I usually compare and contrast the information I get from one site with another, plus the information I get from this forum and from other sources.
