This Canadian Town is Coughing Up Bitcoin After Ransomware Attack
A town in the Ontario Province of Canada has decided to pay hackers the ransom they are demanding in bitcoin in order to get its computer network working again.

Midland, which has a population of over 16,000, had its computer systems breached and infected with ransom malware that encrypted files at the beginning of the month. The cyber attack rendered the town’s computers inoperational for around 48 hours and this crippled email services, processing of payments, issuance of permits, reloading of transit cards and processing of marriage applications.

Critical services such as waste management and fire response were, however, not impacted. To facilitate decryption the hackers have been demanding that a ransom be paid in bitcoin. The town has consequently started the process of paying the unspecified ransom amount in bitcoin in order to get the decryption keys.

“Under the guidance of cyber security experts, we have initiated the process to pay the ransom in exchange for the decryption keys,” a media release from Midland Town Council read. “Although not ideal, it is in our best interest to bring the system back online as quickly as possible. The Town had previously secured an insurance policy to cover such circumstances. Decryption efforts are underway.”

The decision by Midland Town Council to acquiesce to the demands of the hackers stands in contrast to the move by the Professional Golfers Association of America to refuse to pay a ransom in bitcoin after similar malware was planted on its computer systems early last month. This was despite the fact that the hackers insisting that only they possessed the decryption software as CCN reported:

Riot Blockchain, MGT Capital CEOs Charged in $27 Million Penny Stock Scam
Two of the blockchain hype bubble’s flagship companies now find themselves with new captains at their respective helms, after their CEOs stepped down days after being charged by U.S. regulators with perpetrating a $27 million penny stock scam.

Riot Blockchain, MGT Capital CEOs Named in SEC Complaint
John O’Rourke, who until this week led biotech-turned-cryptocurrency company Riot Blockchain, and Robert Ladd, the CEO of MGT Capital, were named as defendants in a Securities and Exchange Commission (SEC) complaint alleging that they and others orchestrated three “pump-and-dump” schemes to defraud investors. Neither Riot Blockchain nor MGT Capital was named in the complaint.

According to the SEC, O’Rourke, Ladd, and eight others — including 81-year-old pharmaceutical billionaire Phillip Frost — conspired to generate more than $27 million in unlawful stock sales by artificially driving up the prices of penny stocks and then selling these nearly-worthless shares at significant profit. The “primary strategist” behind these schemes was an investor named Barry Honig.

According to a Wall Street Journal report from earlier this year, Honig owned 9.9 percent of biotech company Bioptix prior to its October pivot to Riot Blockchain, which caused the firm’s shares to soar from $8 to $46 in a matter of weeks. By Jan. 2018, he had sold almost all of his shares, which, following the SEC’s announcement of charges against O’Rourke, are now worth just $4.27.

“When stock goes up, you take a profit. Every good investor does it,” Honig told the publication during the January interview.

The order does not charge the group with any malfeasance related to Riot Blockchain, but another company that made a high-profile cryptocurrency pivot does appear to make an uncredited cameo.

A Billion People Will Be Using Cryptocurrency in 5 Years: Brian Armstrong
The world of money is revolutionizing in front of our eyes. Cryptocurrency is creating new paradigms for alternative payment systems and decentralized banking. In a way, these institutionalized digital assets will prove to be an alternative investment system in addition to equities.

“It makes sense that any company out there who has a cap table should have their token,” Armstrong said. “Every open source project, every charity, potentially every fund or these new types of decentralized organizations [and] apps, they’re all going to have their tokens.”

Coinbase, the U.S. company Armstrong heads, is one of the world’s largest bitcoin and altcoin exchanges by trading volume. They have only recently entered the U.K. markets to tap the growing crypto-user base in the country. Previously, it had been working actively in the U.S. and Europe, and it has amassed over 13 million users to date. That makes it 32.5 percent of the overall crypto-users — arguably, anyway.

Armstrong plans to expand Coinbase to more global territories. They have recently announced their plans to open new offices in Africa.

Crypto Exchange Giant Binance Outlines Plans to Expand in Africa
Binance Labs Director Benjamin Rameau has stated that Africa is front and center of the company’s expansion strategy as it bets on a vision of the 21st century driven by the world’s youngest population gaining increased access to technology and opportunities.

In June, CCN reported that Binance began actualizing its African expansion strategy when it opened Uganda’s first ever Fiat-Crypto exchange offering trading pairs with the Ugandan Shilling.

Contrarian Investment Ideas
In a detailed blog published on his Medium page, Rameau comprehensively outlines why Binance believes that the future is African, starting with a historical comparison to Asia in the 1960s – also an under-serviced continent with a poor population.

According to him, the same contrarian investment strategies that proved extremely successful as Asia kicked off an economic miracle in the face of all expectation are likely to reap similar rewards in 21st century Africa.

The post goes on to state that unlike in developed markets where it competes with a flawed existing financial system, crypto has the potential to build a completely new financial system in parts of Africa where to all intents and purposes none currently exist, such as South Sudan where only 9 percent of people over 15 years old have a bank account.

Earlier when CCN reported on Binance opening up in Uganda, the story noted that Ugandans’ access to financial services has grown rapidly over the past decade, driven by digital inclusion through a wide adoption of mobile money platforms. According to a World Bank news report, there has been an over 100 percent rise in the number of adult Ugandans with access to formal financial services since 2009, but the total percentage of the population with this access is still about 16 percent.

Australian Watchdog Will Monitor Crypto Exchanges, ICOs Under Market Rules
Australia’s primary securities regulator is focusing efforts to keep a close eye on the cryptocurrency sector, including ICOs, as part its corporate action plan for 2018-19.

Having stressed in April that it would keep an “open mind” to cryptocurrencies and initial coin offerings (ICOs) domestically, the Australian Securities and Investments Commission (ASIC) pinned harmful threats from the sector as  its first “focus area” to be monitored in its corporate plan for 2018-2022, released [PDF] on Friday.

Specifically, the ASIC is launching a new project focused on the usage and prevalence of cryptocurrencies across industries. For crypto exchanges, the regulator said it would devise a policy for “applying the principles for regulating market infrastructure providers to crypto exchanges.” This would, in essence, bring the crypto exchange sector under the same scrutiny of traditional stock exchanges and financial market operators.

The regulator added:

“We will continue to focus on monitoring threats of harm from emerging products (e.g. ICOs and crypto currencies), cyber resilience, the adequate management of technological solutions by firms and markets, and misconduct that is facilitated by or through digital and/or cyber-based mechanisms.”

Earlier in May, the ASIC revealed its scrutiny into ICO issuers with a public notice to reveal it had spotted “misleading or deceptive” marketing statements. ““As a result of our inquiries, some issuers have halted their ICO or have indicated the ICO structure will be modified,” the ASIC said at the time.

Domestic cryptocurrency exchanges are already regulated under the purview of the Australian Transactions and Reporting Analysis Center (AUSTRAC), the country’s financial intelligence agency and watchdog.

Exchange operators are required to enroll in the authority’s ‘Digital Currency Exchange Register’ while complying with mandatory anti-money laundering and counter-terrorism financing (AML/CTF) obligations alongside know your customer (KYC) requirements.
