Electrum can easily do this from CSV data formatted as follows:
"ADDRESS1", 0.12345
"ADDRESS2", 0.22334
"ADDRESS3", 0.45678
...
Access this feature through the Tools\Create transaction menu items.

I have to pay multiple people (200+) at one go from a wallet. I have the addresses and amounts in an excel file. But I dont see any option to upload that file to blockchain.info wallet so that I can pay at one go. I have to copy paste each address and amount individually. Well, I think, at today's date advertising bitcoin online is an irrelevant idea. It was required when Sirius posted it. I still don't understand. Blockchain.com is owned by (and also directly links to) Blockchain.info. Then why would Blockchain.info tweet about it and mark it as a phishing attempt?
