There is only one administrator(thymos) the rest are mods and you don't expect the forum to check mate every signature been one by members that would be an unrealistic task. The forum is fair enough to allow you engage in bounties at your free will so long you meet the requirements to do so. Now you expecting them to check for scam bounties for members then they would probably rename the forum from bitcointalk to bountytalk. And besides the awareness of scam ranging from ico, bounties, exchanges and so on are being discussed on the forum every individual is liable for his errors the forum has played it's part

It's would be unjust to give up on the community because of those bastardizing the forum. In every 10 there is still that member that is here to interact educationally. Would it be fair to throw in the towel because of some no do good individuals then you will not be doing good yourself.
I am guessing from a post I saw,  the forum has lost some meaningful Members do to this fact it can't afford to keep losing more. If necessary let more measures be implemented just let the balance of the forum be maintained

There could be a possibility of them being banned or probably had lost there login details but it still up for a debate. You are right to say that there impact is and might continue to be missed but we are surrounded by great posters as well the circle still goes on.
It's sad I missed the above individuals you mentioned but Personally I have been impacted by some great posters(would not be ethical to mention names) and the forum at large.

So many users are delusional about merit trying so hard to come up with schemes to attain it.  Most feels that by begin the first to comment on a post will earn them merit that why some just bump into threads without even going through it properly just to save precious merit hunting time before a fellow hunter hit the post button first and all this results in a bad or other wise unwanted reply. Some also try to comment on post made by member with enough smerit and avoid post made by newbie in other words depriving new comer a possible knowledge.
The whole merit frenzy it's just over whelming and just come to think of it you don't need to device means in other to attain merit. I got merit from the place I least expected I just contributed my own little quota if we just make positive contributions there would always be someone out there to give you merit. No matter how long it take just do the right thing

It would be a benevolent gesture to be honest.  A merit can signify a lot of things to many, to some it's an elevation to be able to wear a signature and engage in bounty to other is a sign of hard work no matter what merit is to any one it's serves it aim of setting standards in the forum.

Hard fork is simply described as a typical change to protocol that authorizes previously invalid block to become valid.
   For this to take place there has to be a software upgrade from the previous version by the users or nodes this would bring about a double route(fork) one which is the previous version which is invalid and the other which is the upgraded version that is valid

A hard fork will take place when codes are changed and when when there is a need to correct the lapses of previous version.
Examples are the DAO in ethereum and also bitcoin has had some hard fork in which new coin where created, bitcoin cash was the pioneering coin brought about as a result of bitcoin fork in August 2017 and also bitcoin gold and bitcoin diamond has been created in October 2017 and November 2017 respectively. of recent there has been discussion about creating new coin out of bitcoin cash.

  When a fork occurs the same amount of the previous coin you are hold would be replaced with the new upgraded version but there are some process in getting the new ones
   
          Fork has it ups and downs
Some advantages of fork is that there is an upgrade in previous coin that is to say some issues that where faced with previous version would be tackled in the new version also when every there is a fork there would be airdrop of the new version to replace the previous ones

  Disadvantages of forks
One of the major setback of fork and cryptocurrency at large is SCAM the are chances that the fake version are created in disguise to rub you of your real and valid coin,  also so illicit act of Devs can be bring about bad situations

On the topic of 2FA, one needs to consider that it is just as important to set 2FA to add an extra layer of security to your accounts (the ones that support it), as it is to be thorough on keeping a copy of the 2FA backup codes that are provided every time you protect a new account with 2FA. Losing or having your 2FA device stolen (normally your phone) will require quite some effort to get it re-established normally, leaving you without access to your 2FA protected accounts while you restore your 2FA access to each and every account you protected. Authy is another 2FA application that has advantages over Google Authenticator, such as a cloud backup of your 2FA settings, and the possibility of using it over multiple devices simultaneously.

Am still a newbie here so am wondering would my opinion matter? Well if yes then I would say to MR OP two wrong don't make a right  your reply to the thread you highlighted was not befitting of your rank and totally unfair. Yes they might be guilty of your accusations and deserve to be reported. But if everyone decides to use word just as you did to every post or reply that don't go well with them then here would not be a conducive place and it would affect member and possibly future users perspective of the forum

I Registered to the forum precisely in September and ever since I just took it as a mandate to survey the forum and build myself up in cryptocurrency and in the forum as well.
   I am actually new to cryptocurrency and have started little in my investment I have some altcoin in my wallet already.
  And this forum has really been helpful to me in surfing the cryptocurrency world.
