Regulations of ICO will be good to a certain level in order to curtail scam project and this will allow investors to invest huge amount in ICO but will limit the chance of investors will small money to invest.

The only way you can earn money aside from not investing is by bounty campaign and airdrop but this can't earn you much money and it takes longer time before earning from bounty campaign and airdrop.

The price of coin is moving this days , is just that the increase in price is not persistent but from what am seeing from my forecasting the price is going to rise soon.

Both are good investment but you have to considere the capital you want to use for  investment, if your capital is much I will advise you that you invest both in bitcoin and ETH but if you don't have enough capital you can invest in only  ETH.
