I think OP is actually asking which Blockchain to use for his ICO, is that it? Using an erc-20 token on Ethereum is the cheapest option. I think it costs below $5. Other platforms like NEO or EOS are more expensive.

I want to launch an ICO and I want to use a free ICO launch platform which is trusted and accepts payment after the ICO. Do you know any?

There's a lot in the web to seek many free ico sites you can try and use Google. Simple stuff like this isn't worth posting here plus its on the wrong section. If youre going to launch an ICO make sure to handle this easy stuff first.
How can you be trying to launch an ICO program without having the prerequisite knowledge to carry it out, it's just like having a failed project even before it kicks off..

It's not so easy to get an exchange to list your coin for free, at least your coin must show promise and ability to thrive,moreso in this bearish market..

Youre a noob in here,its better you learn how things are done first,before thinking of launching an ICO project,befote you end up with a red trust for failing to keep up with your promises
You landed to the wrong section for this but most of these platforms mostly can be found on Service Announcements (Altcoins).

Go through each of the thread there and look for that platform which is allowing a new ICO to be listed for free. Wait, you're launching an ICO and you don't have budget just for the listing?

I meant a platform which handles the KYC (investor account) and token distribution.

Hi! You could perhaps publish it on the Udemy platform. I have had experience with it and it is extremely convenient. It is well known for online courses which will get you more customers + it is a trusted platform.
