That is correct, but clubs would be unwilling to sell their important players to Saudi teams when they cannot buy a replacement for them, i think this is one of the main reason why Liverpool cannot sell Mo Salah now depsite the money that the Saudi team are offering them, if they had come with this amount of money earlier in the transfer window, i'm pretty sure Liverpool would have had a serious thought about selling Mo Salah, considering his age and the time left in his current contract.
This season, the Saudi side signed the majority of Liverpool's top players; perhaps the Reds made some additions to serve as backup replacements for these individuals.
