If you mean steal his or her funds, then yes. Anyone can access anyone's wallet and steal funds if the said wallet has its private keys, mnemonics or filestore stolen. Its that easy. You need those to run transactions

Well, I think everything depends on the budget of the project right from the get-go. If they have a huge budget and are a ready, then a bounty would be great. If not, they should stick to an airdrop

It is a huge possibility. But I can guarantee you the SEC would come for him in a big way and scrutinize his every step. Then all his earlier 'manipulation' accusations would be thoroughly examined. I doubt if he would scale unscathed
