I will suggest ethereum and litecoin and waves as good altcoin to invest in now because they have good potentials and are stable for hold. Ethereum has good technology and blockchain that icos adopts and it is the second best coin in crypto currency while neo and litecoin has the potential to yield good profit when you hold on long term as they will gain more investors and the price will rise higher.

As much as I know bitcoin cannot be banned as has gained a lot of investors and it is used as exchange in some companies or stores and has good management, if it get banned as you said, it will affect most altcoin but I think ethereum will take it place if this happens because it is also a potential coin and it has stable and advanced technology and the blockchain is used by a number of icos for their transaction.

I am sure as soon as the market recovers and price of coin begin to rise, the price of ethereum will go up as many people will continue to invest and the block chain will be used by more companies for their transactions.
