If you deliver a successful SCAM, it would be legit because the person actually intended to buy a SCAM. If it is legit, it can't be a SCAM. Are you selling paradoxes?

Can't you send payment like, every 30 seconds? Put together a list of all bets and send the winnings in a sendmany. That would reduce the number of transactions a day and the size of the blockchain, I think. And 30 seconds is still pretty fast IMO.
