Well hashocean is currently paying but I wouldn't call it legit at all, they are not transparent and definitely a ponzi. Hashnest is the only legit cloud mining I can see so far, the rest are ponzis I think that you are wrong... What about Genesis and Eobot? Yes better include Genesis and Eobot, they're probably legit as well that's why you can hardly ROI with them.
