You cant have blockchain connection on separate wallets that dont interconnect, but you do have to be blind not to see that they are same person. BadBear can provide last week's ip log comparison between the accounts if the scammer tries to deny the truth.

What happened:: User actmyname and DarkStar_ are alts of each other, and as such have cheated multiple services and campaigns, claiming giveaways multiple times, joining campaigns with anti multi account rules .. etc All this has been repeated big number of times, and is nothing other than straight out cheating/ripping-off services.
