Officially, Twitter does not take verification requests and will approach accounts directly for verification, on a case by case basis.
However, I'm fairly certain that large talent management agencies (either music, acting, sports, publishing, etc.) have a behind-the-scenes relationship with Twitter.
However, I'm sure these people won't be interested in marketing their services on random online message boards.
