I had a live chat today with skype support and they said that only in few countries is free to call to toll-free numbers otherwise mobile or landline rate applies. So it depends in which country you call, in this case paypal i think should be free.

And when dialing it, skype it asks for skype credit

I just researched it and to buy it yeah it's free but you should enter your credit card info and they charge 1$
