Without any doubt and regret this paypal account is a stolen/hacked account and you will never be able to withdraw the funds in it, no matter the information he supplies.

I think there should be a section for currency exchange and the special moderator can monitor it properly.
I mean this type of deals should be posted at currency exchange section for proper monitoring.
