Without any doubt and regret this paypal account is a stolen/hacked account and you will never be able to withdraw the funds in it, no matter the information he supplies.

There should be a special moderator for this section of the forum, so he just bans those scammers when they post.

I think there should be a section for currency exchange and the special moderator can monitor it properly.
I mean this type of deals should be posted at currency exchange section for proper monitoring.

19. Possible (or real) scams and Trust ratings are not moderated (to prevent moderation abuse).
Too much work for something moderators do in their free time, the default trust is there for it.
