The reason there are so few options with PayPal as payment is that PayPal expressly prohibits a merchant to use PayPal for the sale of Bitcoins.  Additionally, because the payment can be charged back easily, merchants that have some angle must charge a higher fee to do so.

Unlikely. Anyone offering this possibility would be bankrupt soon. Credit card payments can be charged back, Bitcoin transfers cannot. Do the math.

if you state the paypal as a gift it can not be charged back by paypal staff

unless a stolen or unauthorised credit was used ........which are in plentiful

supply on sites in the dark web

So even if the buyer didn't do a chargeback, PayPal might still reverse the charges and freeze the funds.

And if it was a stolen credit card used for the gift, PayPal will reverse it.

The long and short of it, PayPal does not want their payment network to be used for the purchase of bitcoins, and when they have the opportunity to, they punish anyone for trying.

Here's one method those in the U.S. might be able to use to buy bitcoins using credit card.

There is a new money transfer service called Remitly.   They let you send funds, with the transaction funded by a credit card, to the Philippines -- via the GCash network.  This is primarily intended to be for remittance payments to the Philippines.

There is an exchange in the Philippines that performs exchange to and from bitcoins, and accepts GCash payments for the purchase of bitcoins.

So, ... to use Remitly, the send money form will ask for your name, address, date of birth, and last four digits of SSN.

If you have a US bank account, then coinbase.com is very good. I have used them a few times to buy bitcoins. They only charge 1% in fees.
