Will  you received rewards  points every time you used  you prepaid  bitcoin card  like your normal bank cards .

I am not sure what you are trying to discuss, but I have already been using a Debit card that draws off my stored crypto coins and is converted into FIAT each time I want to spend somewhere. It is a clean and easy way to get access to my coins for very low costs. There is a cashback fee on each transaction.

i receive a rebate but i did not use the card i use the app of coins.ph and every time i buy load it has a 10% rebate

it depends on the company that you received your bitcoin prepaid card from. each of them may have very different set of options and services that they offer their customers. some may give you "reward points" some may create different kind of incentives for you to use them.
best thing to do is to check the website of the company itself.

hmm tell me about what you say?I use a visa card, there is a small fee taken when withdrawing in cash,but no cash back is not present

In my country when you buy something with your debit card or credit card you get rewards points.  If you buy  something  for example $100 you get maybe 1$   reward points.
