I see around about a 30 degrees increase from around 65 degrees Celsius to near 100. 

 Is this normal? I'm mining LTC using my GPU only using reaper and the LTC client.

It's normal if you have a crappy cooler and bad airflow.  Stop mining or at least spend $20 on a decent cooler.  Otherwise you can spend $2 in LTC buying a new board and chip
