I am in the process of creating an online business based off selling products like books, clothing, electronics, etc... And gear it more towards the bitcoin transactions. Once up and running am I allowed to advertise it here if so what section?

I will not give url until the site is fully completed.

i think the services announcement is the most appropriate place to advertise it as a new service: https://bitcointalk.org/index.php?board=84.0

you can always advertise on the forum too. on each page, after the first post there is an advertisement. under it, click the link saying "Advertise here." it changes every round. and you can bid on that spot to advertise your service.
