It was put in the announcement section due to the specific of the topic.

The idea  is to build something like a community-based codex for the ICOs practices. This would be the guide for the ICO what to have to lower the risk of fraud.

For example:

- requirement of having a proof of physical existence of the entity that would collect money or declaration of physical founders that will ensure such entity will be established after ICO
- audit of the code of smart contract

Please, give proposals in the topic to make it into a form of a document in some time..

Another proposal:

- Bounties. They are commonly associated with 'scams' or 'Ponzie', however there is no rule and sometimes bounties are real rewards for the hard work people are making.
What schema of bounties you would see as 'standard'?
